From the 48th to the 58th year of the Kangxi reign, Shi Shibang, under the name "Shi Changling," along with local gentry Huang Shiqing and others, gathered the displaced people to complete the main canal of the Babao Canal in the Changhua Plain. Due to the turbulent flow of the Zhuoshui River, which often washed out network-like tributaries and had an unstable flow center, coupled with the wide and shallow riverbed that made direct water extraction impossible, it even led to the embarrassing situation of having no water for irrigation. Therefore, finding a suitably sloped location upstream to divert the river water into the canal became the biggest challenge. Later, a legendary figure known as "Mr. Lin" provided a method, which helped overcome the difficulties.
